Well fancy that!

A draft of Labours new Transport Policy for York – which was scheduled to be discussed at an Executive meeting on 13th June – has been shelved until the July meeting – well after the General Election has taken place.

Agenda for July meeting

No explanation for the delay has been given although many commentators expect the controversial plans, which include closing roads and car parks in the City, will damage Labours electoral popularity.

After 4th July, at both City and regional level (and maybe nationally too) Labour will have free rein to reveal and implement their more extreme policies.

The next elections aren’t until 2027.

“Whatever you do, don’t mention the war”

York Councillors are in full retreat now as they desperately try to avoid saying or doing anything that might rock the boat in the run-up to the General Election.

Therefore, a raft of potentially tricky decisions are being kicked into the long grass. They will reappear in calmer times after 4th July.

These include

  1. Petition Improving Cycling Facilities on Wentworth Road
  2. Response to the Petition entitled “Reopen The Groves Roads”
  3. Response to the Petitions to Resurface Foxwood Lane and Corlett Court
  4. To acknowledge receipt of a petition to review road safety around Fishergate Primary School
  5. Tadcaster Road Parking Bays
  6. Tranby Avenue Parking Problems

The common denominator for these issues is that residents raised them – indicating at least a prima facie case against the Labour Council’s policies and performance.

All should have been dealt with weeks, if not months, ago.

But perhaps one landmine remains.

The Local Transport Strategy is due to be decided on 13th June 2024. Delayed so as not to influence the Mayoral elections at the beginning of May, it is now long overdue.

Resources, including those intended for LTP funded maintenance work for 2024/25, have to be allocated. So, the basis for decisions must be clear.

There is more than a sneaking suspicion that the most controversial parts of Labours plan (road and car park closures) will continue to be hidden under a mountain of euphemisms.

We will see next week.

New Police Commissioner – Hearing next Wednesday

The controversial appointment of a new Crime Commissioner for York and North Yorkshire will be subject to scrutiny at a meeting taking place next week.

The proposed appointment by the new Mayor has been criticised as a bad example of cronyism.

He had been expected to explain his reasons for making the proposal in papers to be submitted to the meeting.

In particular, residents wanted to know how many other names were considered for the  £70k per year post.

But only a cursory – borderline patronising – report has been submitted by the new Mayor. In it, he claims that he cannot provide more details of his plans because local authorities cannot publish propaganda in the run-up to a General Election!

The Mayor’s statement includes this gem

Whilst it would not be appropriate to expand in detail on new strategies and initiatives during the pre-election period, it can safely be said that alignment of strategic outcomes across the devolved remits is a shared endeavour between the Mayor, the proposed Deputy Mayor for Policing, Fire & Crime and the Combined Authority and its partner organisations”.

That is borderline Sir Humphrey “Yes Minister” claptrap.

The proposed new commissioner – Jo Coles’ – has also provided a statement which is largely pedestrian in content. It  avoids comments on budgetary issues and solutions.

She clearly has no relevant practical experience of managing policing or fire services, but then neither did her predecessors, who were also all time-serving party hacks.  They did, however, have to submit their names for election,

NB. Two of the last three Crime Commissioners left their posts under a cloud.

Councillors in York are currently prioritising how they want to see the cash windfall, promised by the region’s new Mayor, spent,  The Mayor has, however, already allocated some of the  cash (click) for this year.

A list of projects has been produced which is a curious mixture of the pious and the predictable.

A1237 river crossing

It includes the hugely expensive plan to dual the section of the A1237 between the A57 at Poppleton and the A19 at Clifton.

They all lack two key pieces of information.

  • Estimated costs &
  • Likely delivery timescales.

As such they may be regarded by some as a kite flying exercise.

There are several funding streams delivered through the Mayoral Combined Authority including the Mayoral Investment Fund (worth about £14 million pa across the region), the future delivery of the UK Shared Prosperity Fund, and the Integrated Transport Settlement (worth £54 million pa).

The latter is likely to be the most problematic. This is not new or additional money. It is funding that has been allocated by Whitehall in the past. Most of the allocation is already committed for the next few years to schemes which are underway (e.g. the A1237 ring road dualling).

The York Council list includes funding bids for

  • Improvements to Acomb Front Street, Haxby and smaller  shopping centres
  • Improvements to neighbourodd health buildings (GPs, dental etc)
  • Improving air quality to meet WHO standards
  • Updating street lighting to LED standards (completion of programme)
  • “Funding for developers to bid for to exceed net zero ambitions and become climate ready developments – i.e. “funding the gap between net zero ambition and commercial realities, whilst technology catches up
  • Housing for rough sleepers, Travellers, these with special needs and “key workers”
  • Compulsory neighbourhood “decarbonisation” schemes
  • Establishing dedicated areas as “youth zones”
  • An “Adults Skills Hub
  • on-road cycle priority schemes (rebuilding junctions, underpasses  etc), improve footways, lengthen footways, narrow junctions, etc.
  • Improving current bus infrastructure plus “fixed track” (!), the accessibility network to York College, reduced-price fares, franchising, integrated ticketing, a fully integrated transport development at Haxby Station, Improvements to York Rail Station by developing a station masterplan & funding to cover the cost of home to school transport
  • Funding for increased EV charging infrastructure at car parks and Askham Bar park and ride
  • A1237 dualling phase 2 (A59-A19)  & A64 upgrading at A19/A64 Fulford junction
  • Renewable energy park sites at Wiggington and Elvington,
  • Developing a centre for excellence in cultural heritage skills
  • Various other cultural initiaitives

Markedly the list doesn’t address many underlying issues which are of concern to residents.

These include crime reduction initiatives, road resurfacing, further education and a response to the collapse in many of our public service standards.

The total cost of the bids is likely to exceed the available budget by a factor of at least 10x.

Prioritisation will be a challenge for the new Mayor. Perhaps he will actually undertake some genuine public consultation?.

More efficient? The increasing cost of democracy in York

One of the claims made by those who favoured adding an elected Mayor, to the tiers of government in York and North Yorkshire, was that the system would be more efficient.

Many thought that the reverse would be the case with additional layers of bureaucracy adding to the taxpayer’s burden.

Early indications are not promising with the Mayor adding an expensive deputy role to his retinue, along with over a dozen new staff. This is on top of those already working in the Police Commissioner and economic development departments.

But compensatory reductions at the next tier were expected to offset this?

Well, the North Yorkshire Council did start off with one-member per ward elections. At the same time local District Councils were scrapped. Now Harrogate and Scarborough will shortly get Town Councils at an unknown cost while the rest of the County must rely on existing Parish Councils to represent parochial interests.

What of York?

There have been no constitutional changes. The Council continues with 47 members who cost over £700,000 a year.

Initially, a newly elected Labour Leadership promised last year to cut the number of full time “executive” Councillors who are each paid around £30,000.

They did so, albeit incorporating a confusing “job share” arrangement for one position.  

In total taxpayers were asked for £1/4 million to fund the 8-member Executive’s salaries.

Now the Councils Leader has announced a reshuffle which will see an additional Executive Councillor appointed. The 9 Councillors involved, still including one “job share”, will cost £272,000 a year. There has been no explanation for the change of heart.

According to their public record declarations of interest, several of the, supposedly full-time, executive Councillors also hold down other jobs.

So the new Mayoral system means pay rises all around with taxpayers facing a further diminution in public service standards.

NB. There is some doubt about whether the Council Leader can unilaterally increase the size of the Executive. Normally such a move would be subject to discussion at a scrutiny meeting. It is, however, being announced at tomorrows – largely ceremonial – Council annual meeting.  No increase in the member’s pay budget was made in March when the Council agreed its financial plan for the new year.
